Hello AltAusterity readers! Today we posted a paper by Senior Economist, David Macdonald from the Canadian Centre for Policy Alternatives (CCPA). David asks us to consider who benefits from tax loopholes, noting that this question has gained tremendous prominence since the 2015 federal election. His paper delves into the history of tax expenditures,--specifically tax loopholes, tax credits, and/or other preferential tax treatment--from the year 1992 to 2018, and gives us a rigorous account of federal, personal, corporate, and GST tax expenditures.
